The 40-year-old Finn has agreed a three-year deal with the Championship club, after being sacked by Bayer Leverkusen in April.
“We are very excited to have appointed Sami as our new manager,” said Seagulls chairman Tony Bloom.
“He has already had a distinguished career in the game, having played and managed at the very top."
