Ibe has been given permission to speak to the Cherries after struggling to get regular first team football.
The 20-year-old made only 12 starts for the Reds last season, despite a promising opening couple of months of the season under previous manager Brendan Rodgers.
He has now been given permission to talk to the south coast club.
