The Burnley striker will join the Reds on a free transfer on July 1st, pending a medical, after terms were agreed with the 22-year-old.
Ings is currently in the Czech Republic with England U21s, but will join up with his new teammates at Melwood next month.
He becomes Liverpool's second summer signing after James Milner's arrival from Manchester City last week.
