The Reds look set to miss out on fourth place in the Premier League after a disappointing campaign, with Manchester City currently in pole position and time fast running out to overhaul a six-point deficit.
Carragher believes Liverpool have shown in the past that they are strong enough to bounce back from such disappointment.
"It will be a blow if we don't make the top four but we haven't always been there. People forget that," he said in the Daily Star.
"We've come back and we'll do it again."
One concern for Carragher is that Liverpool might find it harder to bring in the calibre of player they are looking for without the lure of Champions League football.
But the defender thinks it would be difficult for anyone to turn down a move to such a prestigious club.
"Of course it makes it harder to attract top players when you're not in the Champions League," he said. "But the name of Liverpool attracts players on its own. It's a massive club with a great history and hopefully a great future.
"Finishing in the top four attracts players, but I think playing for Liverpool is the main attraction."
