The Liverpool defender missed Ireland's 2-2 draw with Slovakia with a knee problem and has failed to recover in time for tomorrow's game against the Czech Republic.
"It is unfortunate that Steve has withdrawn due to injury but we still have twenty players in the squad which will still give us plenty of options," said Republic of Ireland boss Steve Staunton.
It is unclear yet whether Finnan will be fit for Saturday's Premiership game against Portsmouth.
