"I am responsible for safety at this venue and I will not be bullied," said Sergeant.
"This was not a decision we took lightly, but we're not talking about a handful of tickets here.
"I've been in consultation with the FA all week and they are aware of our ticketing policy. It's there for a reason and if you have two people with only one ticket, there is a big safety issue.
"I'm afraid that sometimes you have to make difficult decisions.
"In 25 years involved in sport, and this is my 15th Cup Final, I have never come across something like this before."
