Estimated costs for the project have escalated to £160m and new planning guidelines have forced the club to seek renewed permission since the original plans were granted in July 2004.

One major stipulation is that the capacity will be limited from a maximum of 60,000 to 45,000 until an acceptable transport plan to cope with extra fans is introduced.

The club has now signed a formal contract with the council agreeing to build new roads and create extra parking around the stadium if it goes ahead.

"We remain confident and are very much committed to making sure the new stadium goes ahead," said a spokesman for the club.
