With the European governing body split on whether the Reds should be allowed to defend their trophy after failing to autromatically qualify for next season's tournament, it now appears likely they will be allowed a place in the qualification stages.
"We are encouraged by the fact there has been a change of feeling within UEFA,"said David Davies, executive director of the Football Association.
"As opposed to a few weeks ago when there seemed to be a majority against changing the rules, there is a majority seeking to find a way to get Liverpool in.
"I think that will become clearer in the next 48 hours. We have made progress and I hope we are winning the debate."
