The Swiss-born FIFA president has insisted that "every match should have a winner" and is ready to introduce penalty shoot-outs to decide all tied games in the future.

Neale, who hit he net in Liverpool's famous shoot-out success against Roma in the 1984 European Cup, feels that Blatter's bold idea would prove 'boring' for supporters.

Neale said: "It would be a boring deal for the public and detrimental to our game. The bottom sides would be playing for 0-0 in the hope of winning the penalty shoot-out. It would be horrible to watch.

"I wouldn't like to watch penalty shoot-outs every week. They would become boring. The Americans tried a similar way of settling drawn games. It was just gimmicky."
