The Reds have made an £8m bid for the Nacional centre-back, who was voted Young Player of the Tournament at the recent Copa America while Coates's father and agent Peter has reportedly travelled to England to discuss personal terms with Damien Comolli.
"The offer is very good. Surely Coates will go to Liverpool," said Nacional's vice-president, Hector Olmes.
