Roux believes the pacy 22-year-old front-man is a better player than Marseille's impressive Didier Drogba, but he insists that service will be the key to unlocking the young Frenchman's vast reserves of talent.
Roux said: "Liverpool have a good supplier to the strikers in Steven Gerrard but they must go out and buy a second one. Michael Owen and Djibril must have two passing players to supply them.
"I think he is better than (Marseille's) Didier Drogba - who Chelsea have expressed an interest in signing - because he is quicker. He is now ready as a footballer for his move to the Premiership. Last summer he was not but now he is.
"He is a very good player. He is very quick and his shooting is very accurate.''
