Rumour Mill: Reds can't afford Tevez?

According to the report Rafael Benitez has been given a transfer budget of £20m for the summer, at least £5m less than the Argentinian's owners are demanding for their player. Valencia's David Silva would also break the bank at £20m.
No doubt there will be players going - Ryan Babbel, Andriy Voronin and Andrea Dossena most likely, with Xabi Alonso possibly leaving to make way for Gareth Barry.
However, with Rick Parry gone Benitez will be relieved to have full control of the club's signings, even if it means having to sell in order to buy.
