With the transfer deadline coming up this Thursday, Chester are hoping to rush through the deal.
"I have spoken to Paul's agent and hopefully we can conclude a mutually beneficial deal prior to Thursday's deadline," said City chairman Stephen Vaughan.
"Paul has been a regular with Liverpool's reserve side, and he is a player whom we would like to be a part of our future."
