Initial plans for a closed 16-club Super League were scrapped as they go against European Union legislation.
Instead there would be two divisions of 12 clubs, with promotion and play-offs.
UEFA would oppose any plans that would threaten its Champions League money-spinner, but would not have the power to prevent such a competition should the clubs decide to go aherad with the idea.
